The policy also has insurance costs that are deducted, so values are not guaranteed and vary by policy and insurer. I'll show you the numbers for your case using the insurer's official documentation.
The policy has a floor, so a down year does not credit negative interest from the index. That doesn't mean the cash value can never go down, because the policy's insurance costs are still deducted.

Loans and withdrawals from a life insurance policy have their own tax treatment, and it depends on how the policy is structured and on keeping it in force.
